Gabino de Lorenzo in favor of language rights

An interview with Gabino de Lorenzo (current mayor of the city of Uvieu/Oviedo for the PP, Partido Popular), last Friday has rocked what seemed like a dull regional campaign for the presidential election in Spain on March 9 (2008). De Lorenzo told the Asturian-language newspaper Les Noticies on Friday that ‘granting [Asturian] legal status could be part of the solution to the problem facing the language’. Here is a short excerpt of the interview:

Les Noticies: Acusa a la FSA de sentir complexu d'Asturies: ¿qué cree que ye lo qu'acomplexa a esta organización que, por contra, nun supón problema pa usté?
Gabino de Lorenzo: Ta claro qu'a la FSA cualquier cosa relacionada cola cultura asturiana fiede-y a cuchu. Tienen un problema p'asumir los nuestros raigaños; sobremanera la llingua, anque nun ye la única cosa.

What does that mean? For one, it means the PSOE/FSA (Asturian Socialists) is the only major regional party that will fight against the legal recognition of language rights in Asturias, as odd as that may sound. Both PP and IX (Izquierda Xunida) now support a degree of legalization of the local language in a future revision of the autonomy statute.

Hardliners within the FSA, Javier Fernandez (party secretary) and Fernando Lastra (spokesperson in the regional parliament), have argued against this type of civil right because it would result in what they describe as an ‘imposition’. The real reason is that they fear losing political ground to a generation that does not share its inferiority complex. Remember, people like Fernandez are ashamed of vernacular culture, as opposed to channeling the energy derived from telling your constituents that their culture is unique. The FSA candidate to the senate, incidentally, is not even Asturian; Alvaro Cuesta is from Madrid [correction: Cuesta was in fact born in Uvieu/Oviedo in 1955. But he has spent so much time in Madrid that all traces of Asturian seem absent. He is a typical PSOE/FSA product in that sense].

El Comercio, the pro-PSOE/FSA newspaper in Xixon/Gijon, immediately printed an article the next day in which it echoed the FSA’s request for De Lorenzo to remove this issue from the campaign for the March 9 presidential election. It struck me as pathetic that a competitor asks its rival to take out an idea from its campaign so that the playing field is more even. But then again, the FSA is accustomed to holding the monopoly of ideas and dislikes independent thinking. Here is an excerpt of the article in El Comercio:

“La Federación Socialista Asturiana (FSA-PSOE) pidió ayer al candidato número uno del PP al Congreso de los Diputados por Asturias, Gabino de Lorenzo, «que saque el asturiano del debate político» de esta campaña electoral, porque «estas elecciones no tienen nada que ver con la llingua», señalaron a EL COMERCIO fuentes de la FSA.

Esta petición es la respuesta socialista a las declaraciones realizadas por De Lorenzo en una entrevista en 'Les Noticies', en la que defiende la oficialidad como «parte de la solución al problema del asturiano», siempre «que no vaya aparejada con la obligatoriedad». Las citadas fuentes socialistas replican al alcalde de Oviedo y cabeza de lista popular que «si pide la oficialidad, como hemos visto, que lo haga en el marco del proceso de reforma del Estatuto de Autonomía, que se dará en la Junta General».

Recuerdan, además, que en el Parlamento autonómico «esa posición coincide con la de Izquierda Unida y les dará la mayoría», si bien no suficiente como para decidir los contenidos del nuevo texto estatutario, que requiere una mayoría cualificada de tres quintos y por tanto, como mínimo, la aquiescencia de PSOE y PP.”

Que quier decir esto? Primeiro, que el PSOE/FSA vei ser bien ceu l’unicu partiu rexonal que brega a l’escontra del reconocimientu de los dreitos l.linguisticos d’Asturias. Suena raro pa muitos que un partiu que se auto-califica de ‘progresista’ vaiga escontra de dreitos civiles, pero asina ia. Tanto el PP cumo IX anguanu son favoratibles a dalgun tipu de reconocimientu oficial de la l.lingua l.lariega na futura revision de l’estatutu d’autonomia.

El sector ‘duru’ dientro la FSA, Javier Fernandez (secretariu d’organizacion) ya Fernando Lastra (portavoz na Xunta), tienen-y zuna a la oficialida de la l.lingua polo que tien d’‘imposicion’. Pero esa nun ia la verda. Lo que pasa ia que tienen l.lerza a perder campu politicu a una xeneracion de xente que nun comparte esi complexu d’inferiorida de los ‘duros’ de la FSA. Remembrai que xente cumo Fernandez tien vergona dafeitu de la cultura asturiana. Esti paisanu gris de Les Cuenques, en cuenta de decatase que los signos de identida son un bien cultural, moviliza a los que nun quieren reconocer dreitos civiles basicos. Por ciertu, el candidatu de la FSA pol Senau en Madrid, Alvaro Cuesta, nin siquiera ia asturianu…

El Comercio, el periodicu del PSOE/FSA en Xixon, nun tardou muitu tiempu en fader eco de la entrevista con De Lorenzo. El sabadu, sacanon la noticia de que los dirixentes de la FSA tenian-y pedio a De Lorenzo que sacara la oficialida de la l.lingua de la campana electoral del 9 marzu. Abultoume un pouco pateticu que un partiu-y entrugue a outru que nun fale de cousas que nun-ys convienen. Pero bono, la FSA ta avezao a monopolizar l’alderique n’Asturias ya nun-y gusta que la xente piense de forma independiente. Sobremanera a los ‘duros’ l.lenos d’odiu, cumo Fernando Lastra.

Now I'm confused. As much as I wish asturianu to be legally recognized as a language in Spain (losing a languageis losing one's cuoture and history), I also strongly favor (for reasons of self-interest) the recognition of nietos de cuidadanos as Spanish citizens (I want dual citizenship) without the one year residency requirement of the pre-December 2007 law. Can someone confirm the positions of the various parties on these two issues?

Na mio familia naguamos pola doble nacionalida ensin la condicion d’enantes de la Llei de Payares de 2007 segun la cual hai que tener vivio n’Espana un minimu d’un anu. Dalguna persona pue confirmame les posiciones de los partios politicos n’Asturies no cincante a estes dos coses?

Bob, parties like IX (the coalition of Izquierda Xunida-Los Verdes-Bloque por Asturies) first came out in favor of granting Asturian and Galician legal status in the Principality back in 2004 as part of its platform.

At the time, the PP (Partido Popular, right-of-center) made noise about 'protecting' Asturian, but never came out for making it an official language until Gabino de Lorenzo's announcement this past Friday.

The FSA/PSOE, as you know, has used language rights as a political football, instilling fear among constituents and warning of tidal waves of nationalism. Obviously, they thought that fear tactics and talk of 'imposition' would be an asset. But now they are alone in the Asturian parliament and facing a new PP-IX tacit agreement. The language rights issue could end the shoot-yourself-in-the-foot syndrome of Asturian politics.

On citizenship for 3rd generation Asturians, I'll try to find out by email what PP, IX and FSA/PSOE positions are.

Daquel.la, el PP (Partiu Popular, centro-dreita) falaba de dar abel.lugu al asturianu, seique nun falara de fader oficial la l.lingua. Eso feixolo por primer vegada el vienres pasau Gabino de Lorenzo.

El PSOE/FSA tien feito de los dreitos l.linguisticos n’Asturias un balon de futbol, metiendo l.lerza pente la xente ya alvirtiendo d’un tsunami de nacionalismo. Quedou agora bien nidio que esta estratexa de mieu ya la fala de ‘imposicion’ vianlo cumo un activo politicu. Pero agora resulta que van tar solinos na Xunta Xeneral frente a un alcuerdu tacitu ente PP ya IX. Esta tema de la oficialida tien xeitu de finar col sindrome de disparase a los pies, tan tipico pente los politicos asturianos.

No cincante la 3ra xeneracion d’asturianos emigraos, vou mandar mails al PP, IX ya PSOE/FSA pa saber cualas son las suas posiciones pal 9 marzu.

I sent queries to the contact mails listed on the web pages of the PP in Asturias, Izquierda Xunida and the PSOE/FSA. I just had delivery failure notices for the last two (IX and PSOE), and am waiting to hear back from the PP. I explained to them we needed the information because some of us are potential voters and the issues you raised are important.

But why some parties list email contact addresses on their web sites that obviously go nowhere, is beyond me.

Juan Neira, a political analyst for El Comercio, has an editorial piece in today’s edition (March 6, 2008) on Gabino de Lorenzo’s proposal to grant Asturian legal status. I haven’t heard de Lorenzo make noise about Galician-Asturian, but I hope it is also part of the PP plan. Either way, when Juan Neira devotes an entire column to language rights in El Comercio, it’s a bellwether for the PSOE/FSA.

In the article, he says that the ‘oficialida’ issue was inserted last-minute into the March 9 election campaign. Izquierda Xunida (United Left) had been the only major party to defend language rights in the Asturian regional parliament and this defense was often the target of venom by certain leaders of the PSOE/FSA. Desperate, the Socialists are now trying to use their venom against the PP by harking back to the false syllogism of ‘imposicion’ (granting legal status to Asturian and Galician in the Principality amounts to imposing these languages on non-speakers).

Pilar Fernandez Pardo, a PP front-runner in Xixon/Gijon, has also expressed her position in favor of language rights. That solidifies the party platform in the near future as more adherents come in within the PP. Neira is forecasting a splendid isolation for the PSOE/FSA in the Xunta Xeneral in months to come. The culture of the false syllogism and even thumbing-one’s-nose at Asturian speakers may finally be running out of battery power.

Who would have guessed that a social conservative party like the PP would come out in favor of language rights in Asturias? Why would a supposedly social progressive party like the PSOE go to such extremes to vilify the culture of its own constituents?

By the way, Bob, my email queries to the major parties about citizenship for 3rd generation Asturians went unanswered. I sent them to the contact addresses listed on the regional parties' web pages.

The first to bounce back with delivery failures were IX and PSOE/FSA. The PP mail went through, but there was no response. I wonder what that says about they work.

From what I understand, Zapatero (PSOE) has been promoting an interpretation of the newly enacted law that would favor citizenship for nietos y nietas without the current one year residency requirement, but the PP people have opposed it.

I understand the PP objected on the reason of not stirring past hatreds , not the particular aspect regarding the possibility of grandchildren of Spaniards being able to become Spanish .

As a matter of fact the law itself is a bit of a con on that respect ,,, as I understand not all grandchildren of spanish grandparents will be able to get a passport ( and I might be wrong since I am not expert :) ) I think only grandchildren of Spanish émigrés ( before 1940 ) whose parents children of original Spaniards are still alive and are willing to go through the process of acquiring nationality themselves prior to the grandchild being able to apply for his/her passport ... so not that many people would be able to benefit from this measure after all ,,,

Regarding the Asturian language thing I am really surprised by the new position of the PP , in some respect it just sounds too good to be true so may be it is ,,, sadly I feel oficialida is still a long way away ( I wish I am wrong on this ) but even if the conservatives ( PP ) are up for it the socialists need to be taken on board to have a sufficient majority that could pass a new “estatuto” ( the regional government charter ) ... however you never know with this things ,,, if we get the snow ball rolling , the thing gains momentum may be even the evil FSA-PSOE can be taken on board I mean that they feel they have to join ,,,

By the way IS ,, if we get Asturian official with Spanish , it goes without saying that Galician-asturian would get the same status in the asturian far west ( “ far west “ does not sound quite right in English  but I mean the bit that is closer to Galicia )

En verda la llei ye un poco estafa nesi respectu , polo que yo entiendo ( y bien puedo tar equivocau nun soy expertu en llei d’emigracion ) solamente aquellos nietos d’espanholes cuyos guelos emigraren enantes del 1940 y ademas cuyos padres ( los de los nietos non los de los guelos ) sigan vivos , si los padres siguen vivos y piden la nacionalida espanhola , entos los nietos pueden pidila. El Conceyu de Cangas del Narcea punxo como méritu pa ser funcionariu del conceyu saber falar na llingua asturiana, y el PP xunto al P$O€, UGT y CCOO s'opusieron a esta iniciativa.

El PP sofita l'asturianu en tiempos d'elecciones a ver si rebaña dalgún votu, pero ye tan asturianufóbicu como'l P$o€.

The County of Cangas del Narcea [West Asturias] has recently introduced guidelines that boost applications of local civil servants who are able to speak Asturian and the PP, together with the PSOE [FSA], UGT and CCOO [trade unions] voted against the bill.

The PP [Partido Popular; center-right Spanish party] favors language rights during election campaigns seeking to carry more votes. But essentially it is as Asturian-phobic as the PSOE.
