Votan los Emigrantes Espanoles - Spanish Emigrants Vote

I've been surprised to see that emigrants are allowed to vote in Spanish elections years and years after they have left Spain. One source makes it sound as though this emigrant population has an effect on the elections.

I think that US citizens can vote in absentia, as long as we're still citizens. I'm not sure, but I think that if I had been living in Spain for a few years and gotten naturalized, I'd lose my US citizenship--and the right to vote. After living overseas for many years, it's hard to imagine voting back "home."

What's going on here? Is the emigrant vote important force in Spanish or Asturian politics? Am I right in thinking that Spanish and Asturian politicians pander to the emigrants?

He estado sorprendido ver que les permiten a los emigrantes votar en las elecciones españoles años y años después de que han salido de España. Una fuente da a entender que esta población emigrante tenga un efecto sobre las elecciones.

Pienso que los ciudadanos estadounidenses pueden votar en ausencia, mientras somos todavía ciudadanos. No estoy seguro, pero pienso que si hubiera estado viviendo en España durante unos años y conseguido naturalizado, perdería mi ciudadanía estadounidense--y el derecho de votar. Después de vivir en el extranjero durante muchos años, es difícil imaginar votar en la patria.

¿Qué pasa? ¿Es una fuerza importante el voto del emigrante en la política española o Asturiana? ¿Tengo razón en el pensamiento que los políticos españoles y asturianos consienten a los emigrantes?

Hi Art, I see this is an old message. I would like to make a comment. Our vote is not so important to decide who is going to rule Asturias. I do not recall any close election at all. However, the main parties candidates travel abroad to Mejico, Argentina, Venezuela, Cuba, etc. to visit Centros Asturianos.

Hola Art, veo que este es un mensaje antiguo. Me gustaria hacer un inciso. Nuestro voto no es tan importante para decidir quien gobierna Asturias. No recuerdo ninguna eleccion decidida por un puñado de votos. Sin embargo, los candidatos de los principales partidos viajan a Mejico, Venezuela, Cuba, etc. a visitar Centros Asturianos.

We may not be as decisive when counting votes. Last regional elections were won by the Socialist with a wide margin. But my relatives abroad really appreciate when a President, member of parliament or a mere candidate turns up in Villahermosa (Mejico) or in Hamburg (Germany).

Quizas no seamos tan decisivos a la hora de contar los votos. En las ultimas elecciones autonomicas los socialistas ganaron por un amplio margen. Pero mis parientes agradecen que un Presidente, un diputado autonomico o un mero candidato se presente en Villahermosa (Mejico) o Hamburgo (Alemania).

Wow! That's amazing, that candidates travel to visit the Centros Asturianos.

As I read an Asturian emigrant newsletter today, I was thinking that maybe Asturian politicians pay more attention to the emigrants because the resident population is declining and they want to encourage people to retain their ties to the Principality and to eventually return. Do you think that this thinking plays a role?

Cuando estaba leyendo un boletín de noticias de emigrantes asturianos hoy, pensaba que tal vez los políticos asturianos presten más atención a los emigrantes porque la población residente disminuye y los politicos quieran animar a la gente que conservan sus lazos al Principado y luego volver. ¿Piensas que este pensamiento desempeña un papel?

We are allowed to vote as long as we are still Spanish nationals and do not renounce our citizenship, the only thing you have to do is keep renewing your passport whenever it expires.

But there's more. I know that in the case of Asturias, there are programs to bring back elderly emigrants, assign them an allowance if they have no financial means, help them find a home, etc. This was done with the "Children of the War" (now all in their 70's and 80's) who found themselves stranded and pennyless in Russia after the Soviet Union collapsed. The Asturian Government has also been giving financial aid to the Asturian community in Cuba and in Argentina. In fact Asturian emigrants who make less than the established minimum get a pension from the Asturian government (that could change if the socialists lose the next elections, though).

Podemos votar siempre que sigamos teniendo nacionalidad española, sólo hay que seguir renovando el pasaporte cuando caduca.

Pero hay más, en el caso de Asturias hay un programa para repatriar a emigrantes mayores, darles una ayuda financiera si no tienen medios y buscarles casa, etc. Esto se hizo con los Niños de la Guerra (en su mayoría entre los 70 y 80 años) que quedaron tirados en Rusia sin un duro cuando el colapso de la Unión Soviética. El Gobierno de Asturias también ha estado dando ayudas económicas a la comunidad asturiana en Cuba y Argentina. De hecho, aquellos emigrantes que tengan ingresos inferiores al mínimo establecido, reciben una pequeña pensión del Principado, aunque esto podría cambiar si los socialistas pierden las siguientes elecciones.

When I clicked on the link in your post, I noticed the following program:

Programa "Raices".
Dirigido a hijos y nietos de emigrantes asturianos y con el objetivo de mantener los vínculos con Asturias y el conocimiento de nuestra Comunidad Autónoma.

Las acciones de este programa son:
. Pasaje de ida y vuelta desde el punto de partida hasta Asturias en el medio más conveniente.
. Estancia de 15 días en un albergue juvenil o establecimiento residencial de Asturias.
. Actividades culturales, con visitas a los lugares más emblemáticos de la Comunidad Autónoma. La tramitación de acceso a estos programas se hará, al igual que los programas "Añoranza", a través de los Centros Asturianos.



Does this mean I would qualify to visit Asturies via this program (both my great-grandparents were Asturian immigrants)?

Xose, here's a link explaining who qualifies to participate in the "Raíces" program. I believe you have to be between 18 and 25 years old and have Asturian parents or grandparents.
