Vermont Senator Patrick Leahy (D) said yesterday at a hearing that it is quite marvelous how much information is divulged when people swear under oath (‘I do solemnly swear…). Otherwise, we would never find out the truth, or anything close to it. Leahy wants to subpoena Karl Rove, and others, to get down to the Alberto Gonzales affair involving the firing of 8 attorneys. Who ordered the firing? According to Leahy, unless people like Karl Rove are subpoenaed, the Bush administration will continue to say: ‘I know nothing’. It finds people like Scooter Libby to blame.

Now recall Areces’ initial response to the Tele Asturias censorship scandal at a press conference with purported VIPs: ‘Why I ordered the closure of…I don’t even know what you’re talking about…Excuse me, we have guests’. To the same question, Ana Rosa Migoya, his Cultural Councilor, began to stack papers at a separate press conference and rolled her eyes, obiously pissed off by the question. The Youtube stream (go up in this thread if you want to watch it) made it seem as if she was suddenly undergoing a spinal tap.

Yesterday (Thursday, March 22, 2007), Migoya revealed that it was Jaime Rabanal at the Economics & Public Administration Council, who had been solely responsible for ordering the shut-down of the independent station’s broadcasting signal. But that only happened after two councilors of the IX-Bloque por Asturies party (F. Javier Garcia Valledor and Laura Gonzalez) requested the Areces team honor the non-binding law approved by a majority in the Xunta Xeneral on March 8th, the second time the IX-Bloque people voted with the conservative PP. The PSOE/FSA lost some face there.

Still, without energy, persistence and bean-counting (fabes?), one never gets very far with the Asturian administration. The PSOE/FSA is just as 'prepotente' (I love that Spanish word!) as Aznar's PP because they consider Asturias to be their Middle Earth fiefdom (yes, in my opinion).

In fairness, being a government spokesperson cannot be easy. Migoya is both Cultural Councilor as well as the regional government’s spokesperson. She often has to cover up for others and the men in her midst are particularly opaque (Fernando Lastra is known for being a thug in his home county of Cangas del Narcea). Despite the fact that she was practically forced to provide more information at the weekly meeting with Valledor and Gonzalez, she shielded herself in intense bureaucratese. Now, it turns out, she is passing the buck to Jaime Rabanal: ‘It is not a matter of the regional government’s executive commission. It is only and exclusively the affair of the Economics Councilor,” she said.

Will we ever get to the bottom of this? In the meantime, just ahead of elections, all Asturians can see via Telecable is the pro-Areces TPA (a.k.a., Tele Areces). Here is the news clip from yesterday’s El Comercio:

El consejero de Economía y Administración Pública, Jaime Rabanal, asume en solitario la responsabilidad de la orden dada a Retevisión para el corte de la señal a Tele Asturias después de que esta cadena no obtuviera licencia de Televisión Digital Terrestre (TDT).
Así lo anunció hoy la portavoz del Gobierno regional, Ana Rosa Migoya, después de que los consejeros de Justicia y Vivienda, Francisco Javier García Valledor y Laura González, que forman parte del Ejecutivo en representación de IU, plantearan en la reunión semanal del Consejo dar cumplimiento al mandato de la Junta General sobre la situación de la emisora Tele Asturias.
La Comisión Ejecutiva de IU de Asturias acordó trasladar al presidente del Consejo de Gobierno, Vicente Álvarez Areces, a través de sus consejeros su posición respecto al cumplimiento de la resolución aprobada por la Cámara.
El pasado 8 de marzo el pleno del Parlamento regional aprobó una iniciativa de la coalición, respaldada por el PP, que exigía la continuidad de las emisiones de Tele Asturias, lo que supuso la segunda derrota del Grupo Socialista, mayoritario en la Cámara, en la actual legislatura.
La iniciativa exigía la anulación del requerimiento a Retevisión para permitir que siga prestando el servicio público de redifusión de televisión a todas las empresas a las que lo venía haciendo.
Migoya anunció que "el asunto no llegó a abordarse en la reunión del Consejo porque el consejero de Economía explicó que es responsable absoluto en esta materia y a él le compete la cuestión".
"No es un asunto del Consejo de Gobierno y atañe única y exclusivamente al consejero de Economía", recalcó la portavoz.
Preguntada sobre si Rabanal acatará el mandato del Parlamento, Migoya reiteró que esa "es una cuestión competencia del consejero y no del Consejo de Gobierno".

A reader in today's El Comercio (March 24, 2007) and a former student of Areces from 1975, when the man taught business administration in Xixon, sent a letter to the newspaper expressing how the closure of Tele Asturias questions his 'Socialist' credentials. For many, the PSOE in Spain stands for liberal social democracy. However, what we have in Asturias (PSOE/FSA) is unfortunately far from a liberal democratic system, as the closedown of Tele Asturias is showing. There is no rigging of elections, as there is in Russia and former CIS countries. But political decisions are highly concentrated and the distribution of favors is done through clientelist networks. Anyway, read the letter below for a view of a person who qualifies herself as a Socialist and will no longer be voting for the PSOE/FSA...


Señor Álvarez Areces: Hacía muchos años que no me sentía tan mal como ayer. La causa fue una decisión suya que me hirió como demócrata, socialista, asturiana y trabajadora. Le conocí en el año 1975, cuando fui alumna suya en la Escuela de Empresariales de Gijón. En aquellos años aprendí lo que significaba la falta de libertad y, desde entonces, la considero como el mayor tesoro que puede tener una persona. Le consideré un luchador por las libertades, cuando era necesaria esta lucha, y un demócrata respetuoso con otros pensamientos, capaz de defender esa pluralidad, tan importante y necesaria.

Tras conocer la noticia de su decisión de cierre de Tele-Asturias, me defraudó como asturiana, hija de una tierra con una larga historia de lucha por la libertad, contra el más rancio fascismo represor. Como socialista, me siento insultada; no esperaba que un 'socialista', de cuya victoria en unas elecciones democráticas me había alegrado, se comportase de semejante manera; en dos palabras, como un 'socio listo'.

Creo que es una manera vil y poco inteligente de acabar con un medio de información que ha supuesto la voz para muchos colectivos, que, en determinados momentos, no hemos compartido sus decisiones o actuaciones políticas.

Usted ha tomado una decisión, a mi juicio, poco democrática. Los asturianos, socialistas, demócratas y trabajadores tomaremos la nuestra el 27 de mayo de 2007 en las urnas, que es el lugar más demócrata donde decidir.

Espero que vuelva la cordura a mi tierra. Mientras tanto, decido desconectarme de una televisión que es 'reflejo de ti', pero no de 'mí' ni de 'mi tierra'.

Mi solidaridad con los trabajadores de Tele-Asturias, a los que deseo volver a ver pronto en sus puestos de trabajo.

Gracias por darme la oportunidad de expresarme públicamente.

Prepotencia, Asturian style

If you recall, during the ramp-up to the US invasion of Iraq in March 2003, the PP (Partido Popular, conservatives; right of center) was in power in Spain. At the time, the PSOE (Socialists; left of center) accused then-President Jose Maria Aznar of being ‘prepotente’. For English speakers, that word might translate as: presumptuous, obnoxious, cocky, forceful, imperious, disdainful and brash. Aznar, together with some of his former cabinet members like Angel Acebes, was known to stonewall reporters who asked critical questions, somewhat in the style of our own DoD Secretary Donald Rumsfeld. Theirs was a monopoly on truth.

Well, in Asturias, where party labels are easily interchangeable (i.e, they mean very little), ‘prepotente’ seems to be the purview of the ruling PSOE/FSA. A party that is supposedly liberal at heart (the official acronym stands for Spanish Socialist Workers’ Party) is in charge of dismantling the only critical television media outlet in Asturias, i.e, Tele Asturias. As it was posted in this thread, the Xunta Xeneral (regional parliament) voted on a non-binding resolution demanding the reinstatement of Tele Asturias’ broadcast signal. The resolution was adopted by a majority. The councilor for Judicial Affairs, Francisco Javier Garcia Valledor (IX-Bloque por Asturies), then gave a 10-day ultimatum to the Areces government to abide by the majority decision.

Ana Rosa Migoya, the Cultural Councilor and spokesperson for the regional government, later revealed that it was Jaime Rabanal (Economics Councilor) who had ordered the closure of Tele Asturias. Mincing her words, she said it was entirely his responsibility.

That should serve as a backgrounder to the news item below, posted on today’s (March 29, 2007) Tele Asturias web site (http://www.teleasturias.com/digital). A reporter walks up to Jaime Rabanal to ask him if he plans to honor the resolution adopted by a majority in the Xunta Xeneral ordering his department to allow Tele Asturias to go back on the air. He apparently beats around the bush in front of the camera, a sport avidly practiced by people in the Asturian government unable to think without top-down approval, and when he thought the mics had been turned off, in comes the news gem. Alvaro Alvarez, a PSOE/FSA council member from Aviles next to him, laughs at Rabanal and asks him in disdain, cynically laughing (‘prepotencia’): ‘Councilor, why do you even speak to media that are manifestly illegal?’

It reminded me not only of the sad state of Russia under Putin since 2000 (no independent media outlets left except for radio station Ekho Moskvii), where I lived similar cynicism, but also of Rome (yes, the BBC-HBO serial). Sadly, it is Asturias in the spring of 2007. Draw your own conclusions, whether you like or dislike Tele Asturias.

Poca intención parece que tiene el Ejecutivo de Areces en cumplir el mandado de la Junta General que les pedía hace ya tres semanas que devolvieran la señal de Retevisión a Teleasturias. Hoy el consejero del ramo, Jaime Rabanal ha vuelto a dejar, una vez más, el tema en el aire. Además, cuando no pensaba que le estaban grabando, el diputado socuialista Álvaro Álvarez preguntaba entre risas a Rabanal "¿Porqué haces declaraciones a un medio manifiestamente ilegal?"

Tres semanas después de que la Junta general aprobase la proposición no de ley para que el Ejecutivo devolviera la señal de Retevisión a Teleasturias, el Gobierno sigue haciendo caso omiso. Si hace unos días todos apuntaban a que era una decisión del Consejero del ramo, Jaime Rabanal, hoy le hemos preguntado directamente a él, si piensa cumplir el mandato de la Junta y a juzgar por sus palabras parece que no. No obstante, las declaraciones más curiosas llegaron, como suele ocurrir cuando pensaban que las cámaras estaban apagadas. En ese momento el diputado socialista y secretario general del PSOE en Avilés, Álvaro Álvarez se dirige al consejero, y riendose le dice: ¿Consejero como hace declaraciones a un medio como este manifiestamente ilegal?. Todo ello, entre risas.”

'No al cierre de Tele-Asturias' / Luis Arranz

Como persona que cree en las libertades, he sentido una agresión al ver cómo un medio de comunicación plural como Tele-Asturias, está o quieren que esté cerrado, dando al traste con ello a 50 empleos y un medio emisor de la sociedad asturiana ya consolidado. Y todo esto, ¿por qué? No hay que temer al aire fresco, sino a la falta del mismo, y para ello en democracia necesitamos de todos los medios de comunicación posibles y, en su caso, la propia sociedad dirimirá.

En mi caso, lanzo un grito al aire o, mejor dicho, a los medios de comunicación que siguen emitiendo para decirles igual que en su día dijo el poeta Alemán Bertolt Brecht: «Primero se llevaron a los negros, pero a mí no me importó porque yo no lo era. Enseguida se llevaron a los judíos, pero a mí no me importó porque yo no lo era. Después detuvieron a los curas, pero como yo no soy religioso, tampoco me importó. Luego apresaron a los comunistas, pero como yo no era comunista, tampoco me importó. Ahora me llevan a mí, pero ya es tarde». Hay que luchar por la libertad de expresión y hay que denunciar estas agresiones, aunque ello conlleve problemas con el poder establecido. Y digo esto porque en todos los medios de comunicación asturianos esta noticia o fatalidad no se refleja.

Asturians against Areces

NireBlog is powering a new web site built by young Asturians who are against the incumbent regional president, Vicente Alvarez Areces. The address of the blog is http://www.asturianoscontraareces.com/. It's a spontaneous response to another blogger site (http://www.tiniareces.es/) that was duly trumpeted by the mainstream press in Asturias, always bizarrely proud of its lack of indepedence, on April 10, 2007.

The original pro-Areces web site, http://www.tiniareces.es/, was officially launched on April 10 at the expensive Hotel Abba in Xixon/Gijon. It pitched itself in the press (in an unusually lengthy article in El Comercio, the pro-PSOE/FSA) as an independent citizens' movement, much in the vein of the German-inspired networks known as 'Buergerinitiativen'. It also claimed to be led by 'progressive' Asturians. Interesting how the labels were all hijacked without the reporter batting an eye. Check both web sites out to try to figure out who has more money.

In Asturias, the closer aligned you are with the ruling party, the more public access, advertising contracts and general favors you get. Remember that the Asturian economy is depressed and under-employment of young people is at Romanian levels. A friend recently told me that American youth works in whatever it wants, whereas Asturian youth works in whatever it can. That was pretty crass, but describes the situation quite aptly.

Sadly, in a small region where state money fuels the economy, the media landscape is bound to be characterized by a lack of independence. What would pass as propaganda in Catalonia, for example, is considered standard in Asturias. Notice how Tele Asturias has been knocked off the airwaves ahead of the May 27 elections and despite soft-power attempts by the coalition partner, Izquierda Xunida, to reverse the muffling of the independent news channel. The station continues to broadcast online at: http://www.teleasturias.com/digital/

This is the mission statement of the anti-Areces blog, mostly made of fed-up, young Asturians. Power to them...

Thanks for the update, Is. I was wondering what had happened recently.

Earlier I was thinking that this could be the event that triggers an electoral backlash. Reading your last message, though, I began wondering if shutting down the broadcast signal of the station might have been a very effective means of winning the next election. It's sad that would be.

Pensaba anteriormente que éste podría ser el acontecimiento que acciona un contragolpe electoral. Leyendo tu mensaje anterior, sin embargo, comencé a preguntarme si tal vez el dejar de emitir la señal de la estación haya sido un medio muy eficaz de ganar la elección siguiente. Qué triste sería.

Vaya, señor Cris.
Resulta que, al final, el Señor Areces lo que ha hecho es cerrar la única cadena de TV discrepante con su gestión por defender los intereses de los trabajadores.
O usted se ha explicado muy mal o yo le he entendido fatal.
En cuanto a los argumentos de su compañera sobre Retevisión y Teleasturias suenan, cuando menos, peregrinos.

Independientemente de la discrepancia que pueda expresar con el comentario que nos ocupa, quiero enviar el mas afectuoso de los saludos y un abrazo de todo corazon a todos los asturianos que se manifiestan a traves de este medio. Dios os guarde a todos.
